Provider (AI Act)
Under the AI Act, whoever develops an AI system or model, or has it developed, and places it on the market under its name.
Under the EU AI Act, a provider is a natural or legal person, public authority, agency or other body that develops an AI system or a general-purpose AI model, or has one developed, and places it on the market or puts the system into service under its own name or trademark, whether for payment or free of charge. Providers carry the heaviest obligations for high-risk systems. A firm that builds an agent on another company's model can itself become the provider of the resulting AI system.
