Critical, objective analysis of a model by experts with the independence and standing to force changes.
Effective challenge is the critical analysis of a model by objective experts who evaluate model risk and bring about appropriate changes throughout the model's life, from development to ongoing monitoring. The US agencies' revised guidance says it requires people with the right expertise, sufficient independence to stay objective, and the organisational standing and influence to make changes happen. Applied to agents, it means someone outside the building team can question and halt the agent's design and limits.
